Facts about the Waiver and Plea of Guilty Form

Citations can be paid by waiver online at the Nebraska Judicial Branch Internet Payment System.  If you choose not to pay online, the Waiver and Plea of Guilty form may be used only in Nebraska County Courts to enter a guilty plea where:

  • The offense is included in the Waiver/Fine Schedule or the court has approved of the use of a waiver and has set the fine
  • you wish to waive all rights that the court would otherwise be required to provide you (the rights are listed on the waiver form)
  • you do not wish to contest the allegation(s) against you
  • you wish to admit guilt for the allegation(s) against you and
  • the court chooses to accept the waiver


The waiver and plea system has been established for your convenience.  You do not have to use it.  You are entitled to appear in court and contest the matter if you want to do so.

The court is under no obligation to accept the waiver and plea of guilty, and the court may, at its discretion, decide not to accept the waiver and plea of guilty and require you to appear in court to answer to the charges. 

If accepted by the court, however, a waiver and plea of guilty admits guilt for the allegation(s) and will result in a conviction.  The waiver and plea of guilty and/or conviction may be used against you in any later proceeding.  If you are not a U.S. Citizen, you are advised that the waiver and plea of guilty and/or conviction for the offense(s) that you have been charged with may result in your removal from the United States or denial of naturalization under federal law. 

What to do with the completed Waiver and Plea of Guilty

You must either return the completed waiver and plea of guilty form to the court before the date set for your appearance or you must appear in County Court in person on that date and time.  Only cash, certified check, or money order will be accepted in payment of any fine and costs. If you would like a receipt, a pre-addressed stamped envelope must be sent to the court requesting such receipt.

Failure to either submit the waiver and plea of guilty form with payment before the date set for your appearance or failure to appear in person in court on the date set for your appearance may result in the issuance of a warrant for your arrest or suspension of your driver’s license by your home state.
