Community-Based Programs and Field Services Division

The Division of Community Based Programs and Field Services, under the direction of Deputy Administrator Deb Minardi, develops, trains, and implements all statutory requirements for adult investigations and supervision as well as specialized programming for adults and juveniles, including rehabilitative and supportive services provided to the courts for individuals under supervision.  The Division oversees a continuum of evidence-based programs and services and is divided into two distinct units which include Adult Field Services and Rehabilitative Services. 

The Adult Field Services Unit  encompasses presentence investigations, assessments, and Community Based Intervention and Community Based Resource Probation.  Community Based Intervention involves the intensive supervision of individuals who are assessed at high risk to reoffend which includes post-release supervision, problem-solving court participants, domestic violence, adult sex offenders, and youth who sexually harm.  Community Based Resource Probation encompasses individuals assessed at a lower risk to reoffend but may be in need of specific services to get back on the right track.  Also within the purview of this Division, under the Rehabilitative Services, is an array of behavioral health and supportive services facilitated by registered Service Providers for adults and juveniles, including Fee for Service Financial Assistance, the Standardized Model for the Delivery of Substance Use, and the Juvenile Service Delivery Project.

 


 

Deb Minardi is the Deputy Probation Administrator in charge of the Division of Community-Based Programs and Field Services for the Office of Probation Administration.  She was appointed to this position January 1, 2006 after having served as Chief Probation Officer, Deputy Chief Probation Officer, and Probation Officer.  She has conducted numerous trainings nationally and statewide, serves on the Board of Directors for American Probation and Parole Association (APPA), received the 2010 APPA President’s Award for the Specialized Substance Abuse Supervision (SSAS) Program, 2014 APPA Member of the Year Award, and the 2015 University of Nebraska, School of Criminology, Lifetime achievement award.

Robert Denton has served as Assistant Deputy Administrator with the Administrative Office of Probation, Community-Based Programs and Field Services Division, since October 1, 2016.  Bob began his probation career as a probation officer in Omaha in November of 1989 and became Chief Deputy in 2002. He was promoted to Chief Probation Officer of District Six (Fremont) in 2006.  Bob has been highly engaged at the administrative level having served as interim Statewide Problem Solving Court Coordinator, chair of Probation's Public Relations Committee, and as a member the Nebraska Supreme Court’s Interpreter Committee, Office of Dispute Resolution Committee, and the Nebraska Statewide Diversion Committee.  Bob graduated from Midland College with a Bachelor's Degree in Behavioral Science, from Bellevue University with a Master's Degree in Human Services, and from UNO’s Certified Public Manager’s Program.  Bob was also the 2016 Bob Keller award recipient for Supervisor of the Year and the one of the 2014 “Above and Beyond” award recipients for having shown exemplary leadership.
