Judicial Resources Commission to Hold September 10 Public Hearing
The Judicial Resources Commission will hold a public hearing immediately followed by a public meeting, on Friday, September 10, 2021 beginning at 10:00 a.m., in Room 1510 of the State Capitol Building in Lincoln, Nebraska. The proceedings will be in-person and will include virtual conferencing via WebEx.
During the public hearing, the Commission will receive testimony, both in-person and in writing, on the following agenda items:
- Whether a judicial vacancy exists in the District Court of the 4th Judicial District, due to the retirement of Judge Gregory M. Schatz effective July 1, 2021, and if so whether to recommend a primary office location.
- Whether a judicial vacancy exists in the District Court of the 11th Judicial District, due to the retirement of Judge David W. Urbom effective August 31, 2021, and if so whether to recommend a primary office location.
- Whether a judicial vacancy exists in the County Court of the 11th Judicial District, due to the resignation of Judge Kent Turnbull effective August 31, 2021, and if so whether to recommend a primary office location.
- Whether a judicial vacancy exists in the District Court of the 9th Judicial District, due to the retirement of Judge Mark J. Young effective September 1, 2021, and if so whether to recommend a primary office location.
- Whether a judicial vacancy exists in the District Court of the 4th Judicial District, due to the retirement of Judge Thomas A. Otepka effective September 10, 2021, and if so whether to recommend a primary office location.
Immediately following the public hearing, the Commission will hold a public meeting to take up matters appearing on the meeting agenda. The supporting materials may be accessed here.

No public testimony will be received via WebEx. Those wishing to present testimony may either (1) attend the public hearing in person at the State Capitol, or (2) submit written testimony by e-mailing it to: Dawn.Mussmann@nebraska.gov or mailing it to: Dawn Mussmann, State Capitol Building, P.O. Box 98910, Lincoln, NE 68509. Written testimony must be RECEIVED NO LATER THAN SEPTEMBER 7, 2021; all submissions received by the deadline will be marked as an exhibit and made available during the public hearing.
Those attending the proceedings in person should be prepared for staggered admittance to the hearing room and restricted seating in order to maintain appropriate social distancing and to comply with any directed health measures then in effect.
