Navigators Work to Improve Process of Post-Release Supervision Reentry

Post-release supervision navigators, Neha Saxena, Tammy Kratochvil, Karen Foster, Lorena Gutierrez, and Suzanne Kusy, whose work is guided by § 6-1904, consistently work to bridge the gap of uncertainty for individuals returning to Nebraska communities following periods of incarceration.

The Navigators, who are employees of the Administrative Office of the Courts and Probation are allowed entry into the Nebraska Department of Corrections, to begin preparations for each individual’s seamless transition back to the community through the development of post-release supervision plans. The process begins with developing a relationship through communication and face-to-face meetings with the incarcerated individual. From there a formal assessment/re-assessment is completed to determine potential risk/need factors that remain upon release. Knowing many obstacles may be encountered upon release, Navigators use a team approach encompassing the individual, corrections social workers, family, and originating district staff to provide the best potential outcome. Transitional housing, evaluations, treatment, court ordered programming, supportive services, and community safety are addressed prior to release in the post-release supervision plan. This plan is provided to the supervising district and the Court prior to release.

One of the most important steps in the reentry process is the introduction between the incarcerated individual and their assigned community supervision probation officer. The intent is to foster a supportive relationship for the reentering person with their officer to promote success during their post-release supervision experience.
